Maahanmuuttopoliittinen ohjelma työperusteisen maahanmuuton vahvistamiseksi täydentää osaltaan jo vahvistettuja pääministeri Sipilän hallituksen ohjelmia ja linjauksia. Hallitus sopi maahanmuuttopoliittisen ohjelman tekemisestä vuosia 2018–2021 koskevan julkisen talouden neuvotteluissa. Ohjelman tavoitteena on tuoda näkyväksi ja edistää hallituksen maahanmuuttopoliittista linjaa, joka tukee työllisyyttä ja julkista taloutta vahvistavaa, huoltosuhdetta kohentavaa sekä talouden kansainvälistymistä edistävää maahanmuuttoa. Ohjelma määrittää Suomen maahanmuuttopoliittisia linjauksia, jotka edistävät erityisesti työperusteista maahanmuuttoa, sekä sitä tukevaa kotoutumista ja hyviä väestösuhteita eri väestöryhmien välillä.
